After a long time, Namecheap has announced that its API is now available to anyone interested. NameCheap API makes it possible to write your own application to manage your domains or integrate domain registration with your billing solutions like Modernbill or Ubersmith.
They also have a separate testing environment which you can use to test your API. All the basic functions are available now through the API and more options will be added to the API soon.
Go to http://developer.namecheap.com/ to get more information about how to enable the API. The website has the API reference.
